Certeza, a leader in horizontal property collections, takes part as an official sponsor of the Congreso Nacional Inmobiliario de Fedelonjas 2026, held on 3 and 4 September 2026 at the Hotel InterContinental in Cartagena de Indias, Colombia. Over the two days of the event we will run, with the administrators gathered there, Colombia's first study of horizontal property receivables: no published, verifiable figure exists today for the rate of arrears on association fees.
Our stand is beside the registration area. The questionnaire takes about 90 seconds, and it is already published, with its full methodology, before the first response is collected.
What the Fedelonjas National Real Estate Congress is
Fedelonjas, the Federación Colombiana de Lonjas de Propiedad Raíz, brings together brokerages, appraisers, real estate agents and horizontal property administrators from across Colombia each year. Details of the 2026 edition are published on the official event page.
Within that audience, Certeza serves a specific group: the administrators and councils answerable for a community's receivables.
How Fedelonjas described us
In their official announcement, Fedelonjas introduced our participation as follows (original Spanish):

Fedelonjas published the announcement on 24 August 2026 across both of its official channels: LinkedIn and Instagram.
We take part with the aim of contributing to the needs of the sector, and this year that contribution is a figure that does not yet exist.
The figure the sector is missing
Any administrator can say whether their receivables are "high" or "under control". What nobody can say today is what to compare them against. There is no public figure for arrears on association fees in Colombia: not from DANE, not from Fedelonjas, not from Camacol.
That absence has practical consequences. Without a sector benchmark:
- a council cannot tell whether its community's 12% arrears rate is normal or alarming;
- a management company cannot demonstrate to the assembly that its work improved anything;
- decisions about extraordinary fees are taken without context.
So the study asks verifiable things rather than opinions: the percentage of receivables in arrears, the average age of the overdue balance, how long it takes to make first contact after a missed payment, whether default interest is charged, and what it takes in that community to move a case to judicial collection.
How to take part
The questionnaire is available at the stand across both days of the congress. We publish the complete instrument, the method, the publication commitments and the limitations we already acknowledge in advance. Among them, that people who attend an industry congress are more formalised than the national average, so the figure may be understated.
All of that is on the study's pre-registration page. Results will be published at that same address, in aggregate and under an open licence. No individual response, and no community's name, is ever published.
